Add Quark/Galileo configurations to build various test code:
* Galileo Gen1
* Galileo Gen2
* Galileo Gen2 + Quark debugging code
* Galileo Gen2 + FSP 1.1 debugging code
* Galileo Gen2 + FSP 2.0 debugging code
* Galileo Gen2 + SD debugging code
* Galileo Gen2 + vboot
TEST=Build for Galileo Gen1/Gen2
