UefiCpuPkg/MpInitLibUp: Add uniprocessor MpInitLib
Add a new instance of the MpInitLib that is designed for uniprocessor platforms that require the use of modules that depend on the MP_SERVICES_PROTOCOL for dispatch or to retrieve information about the boot processor.
