Added SetLocalApicBaseAdress() and GetLocalApicBaseAddress() APIs in Local APIC library. 2. Updated Local APIC library instances to get Local APIC base Address by invoking GetLocalApicBaseAddress() instead of by PCD PcdCpuLocalApicBaseAddress.
