[SCTP] embedded sctp_addr: net-endian mirrors
Add sctp_chunk->source, sctp_sockaddr_entry->a, sctp_transport->ipaddr
and sctp_transport->saddr, maintain them as net-endian mirrors of
their host-endian counterparts.
