PM / devfreq: kernel-doc typo corrections
Parameter documentation needs a ':' for scripts/kernel-doc
to parse properly.
Minor fixes for ones warned by:
./scripts/kernel-doc -text drivers/devfreq/devfreq.c>/dev/null
