xfs: Move fs/xfs/xfs_attr.h to fs/xfs/libxfs/xfs_attr.h
This patch moves fs/xfs/xfs_attr.h to fs/xfs/libxfs/xfs_attr.h
since xfs_attr.c is in libxfs. We will need these later in
xfsprogs.
