RDMA/core: Cleanup device capability enum
Cleanup patch prior exporting the ib_device_cap_flags
to the user space. In this patch, we are aligning the
indentation, removing IB_DEVICE_INIT_TYPE and IB_DEVICE_RESERVED
fields, because it is not used in the kernel.
