mm: vmscan: convert lumpy_mode into a bitmask
Currently lumpy_mode is an enum and determines if lumpy reclaim is off,
syncronous or asyncronous. In preparation for using compaction instead of
lumpy reclaim, this patch converts the flags into a bitmap.
