membarrier/selftest: Test private expedited sync core command
Test the new MEMBARRIER_CMD_PRIVATE_EXPEDITED_SYNC_CORE and
MEMBARRIER_CMD_REGISTER_PRIVATE_EXPEDITED_SYNC_CORE commands.
