The latter already includes many headers that the machine files don't need to include again. To remove the need of ifdefs in the board code introduce a imx_otg_ulpi_create functions which expands to a static inline function if compiled without ulpi. Unfortunately, on the efikamx to2 boards, this doesn't work but they allow to power off by setting GPIO 4 13 to high level instead of powering off through the mc13892. 	The Genesi EFIKA MX and EFIKA Smartbook are sharing a lot of things so it makes sense to create a common file for both devices and a specific file for each.
