mii_check_media() does not update the link (carrier) state or log link
changes when the link mode is forced. Drivers using the mii library
must do this themselves, but most of them do not.
Instead of changing them all, provide a sensible default behaviour
similar to mii_check_link() when the mode is forced.
via-rhine depends on it being a no-op in this case, so make its call
to mii_check_media() conditional.

With some specific configuration (VT6105M on Soekris 5510 and depending
on the device at the other end), fragmented packets were not transmitted
when forcing 100 full-duplex with autoneg disable.
This fix now write full-duplex chips register when forcing full or
half-duplex not only when autoneg is enable.

This introduces another flag in 'quirks' to replace the preprocessor
define (USE_MMIO) used to indicate whether the device needs a
separate enable routine to operate in MMIO mode.
All of the currently known platform Rhine cores operate in MMIO
mode by default, and on PCI it is preferred over PIO for performance
reasons. However, a comment in code suggests that some (?) early
Rhine cores only work in PIO mode, so they should not be switched
to MMIO.
Enabling MMIO on PCI is still triggered by the same Kconfig option
to avoid breaking user configs needlessly, but this can be changed
going forward towards automatic runtime detection in case a list of
PIO-only Rhine revisions can be compiled.
This also fixes a couple of compiler warnings detected by Fengguang
Wu's test bot (!USE_MMIO case):

This adds two new flags to quirks and thus removes the need to carry
revision in rhine_private. As a result, the init logic is simplified
a bit.
This also fixes a compiler warning in OF code on 64bit due to pointer
casting:

Replace dev_kfree_skb with dev_kfree_skb_any in velocity_xmit that can
be called in hard irq and other contexts. Packets are freed and
dropped in velocity_xmit when they are too fragmented and can
not be linearized.

Replace the bh safe variant with the hard irq safe variant.
We need a hard irq safe variant to deal with netpoll transmitting
packets from hard irq context, and we need it in most if not all of
the places using the bh safe variant.
Except on 32bit uni-processor the code is exactly the same so don't
bother with a bh variant, just have a hard irq safe variant that
everyone can use.

rhine_reset_task() misses to disable the tx scheduler upon reset,

2fdac010bdcf10a30711b6924612dfc40daf19b8 ("via-velocity.c: update napi
implementation") overlooked an irq disabling spinlock when the Rx part
of the NAPI poll handler was converted from netif_rx to netif_receive_skb.
NAPI Rx processing can be taken out of the locked section with a pair of
napi_{disable / enable} since it only races with the MTU change function.
An heavier rework of the NAPI locking would be able to perform NAPI Tx
before Rx where I simply removed one of velocity_tx_srv calls.

In order to enable lockdep on seqcount/seqlock structures, we
must explicitly initialize any locks.
The u64_stats_sync structure, uses a seqcount, and thus we need
to introduce a u64_stats_init() function and use it to initialize
the structure.
This unfortunately adds a lot of fairly trivial initialization code
to a number of drivers. But the benefit of ensuring correctness makes
this worth while.
Because these changes are required for lockdep to be enabled, and the
changes are quite trivial, I've not yet split this patch out into 30-some
separate patches, as I figured it would be better to get the various
maintainers thoughts on how to best merge this change along with
the seqcount lockdep enablement.

Outgoing packets sent by via-rhine have their VLAN PCP field off by one
(when hardware acceleration is enabled). The TX descriptor expects only VID
and PCP (without a CFI/DEI bit).

Drivers supporting NAPI should use a NAPI-specific function for receiving
packets. Hence netif_rx is changed to netif_receive_skb.
Furthermore netif_napi_del should be used in the probe and remove function
to clean up the NAPI resource information.

All drivers that select MII also need to select NET_CORE because MII
depends on it. This is a bit ridiculous because NET_CORE is just a
menu option that doesn't enable any code by itself.
There is also no need for it to be a visible option, since its users
all select it.

Improve the clarity of the code in preparation for converting the

Add a protocol argument to the VLAN packet tagging functions. In case of HW
tagging, we need that protocol available in the ndo_start_xmit functions,
so it is stored in a new field in the skb. The new field fits into a hole
(on 64 bit) and doesn't increase the sks's size.

Change the rx_{add,kill}_vid callbacks to take a protocol argument in
preparation of 802.1ad support. The protocol argument used so far is
always htons(ETH_P_8021Q).

Rename the hardware VLAN acceleration features to include "CTAG" to indicate
that they only support CTAGs. Follow up patches will introduce 802.1ad
server provider tagging (STAGs) and require the distinction for hardware not
supporting acclerating both.

The ipv6 route.c conflict is simple, just ignore the 'net' side change
as we fixed the same problem in 'net-next' by eliminating cached
neighbours from ipv6 routes.
The e1000e conflict is an addition of a new statistic in the ethtool
code, trivial.
The vmxnet3 conflict is about one change in 'net' removing a guarding
conditional, whilst in 'net-next' we had a netdev_info() conversion.
The iwlwifi conflict is dealing with a WARN_ON() conversion in
'net-next' vs. a revert happening in 'net'.

1) rhine_tx() should use dev_kfree_skb() not dev_kfree_skb_irq()
2) rhine_slow_event_task's NAPI triggering logic is racey, it
should just hit the interrupt mask register. This is the
same as commit 7dbb491878a2c51d372a8890fa45a8ff80358af1
("r8169: avoid NAPI scheduling delay.") made to fix the same
problem in the r8169 driver. From Francois Romieu.

The __dev* removal patches for the network drivers ended up messing up
the function prototypes for a bunch of drivers. This patch fixes all of
them back up to be properly aligned.
Bonus is that this almost removes 100 lines of code, always a nice
surprise.

Adding casts of objects to the same type is unnecessary
and confusing for a human reader.
For example, this cast:
int y;
int *p = (int *)&y;
I used the coccinelle script below to find and remove these
unnecessary casts. I manually removed the conversions this
script produces of casts with __force, __iomem and __user.

A function in atl1e_main.c was passed a const pointer
when it actually modified elements of the structure.
Change the argument to a non-const pointer.
A function in stmmac needed a __force to avoid a sparse
warning. Added it.
