kernel: fix 811-pci_disable_usb_common_quirks.patch
The kernel bump wrongly modified the patch
generic/pending-4.14/811-pci_disable_usb_common_quirks.patch.
Sync it from master.
Fixes: 1199a9109526 ("kernel: bump 4.14 to 4.14.48 for 18.06")
