commonlib: Add essential comments for ELOG_CROS_DIAG_RESULT
ELOG_CROS_DIAG_RESULT_* codes should be consistent with the enum
definition of enumerated histograms.
Hence add comments based on the requirements of enum histograms in
histogram guidelines.
