include/device/pci_mmio_cfg: assert CONFIG_ECAM_MMCONF_BUS_NUMBER != 0
Make sure that CONFIG_ECAM_MMCONF_BUS_NUMBER is non-zero when the
ECAM_MMCONF_SUPPORT Kconfig option is selected.
