Only A step ADL-S CPUs were added to CPU table for MP init. Add
the remaining ADL-S CPUs to the table.
TEST=Boot MSI PRO Z690-A with C step i5-12600K and observe coreboot
no longer uses generic CPU ops.

CPUID is the same for Alder Lake and Raptor Lake S and HX variants.
To reduce the confusion and concerns how to name the macros, remove
the suffixes from macros and platform reporting strings. Thankfully
the stepping names are unique across mobile (P suffixed) and desktop
(S and HX suffixed) SKUs. Distinguishing the S from HX is possible via
host bridge PCI ID.

Add PCI IDs, default VR values and power limits for Raptor Lake S
CPUs. Based on docs 639116 and 640555.
TEST=Tested on a MSI PRO Z690-A (ms7d25) with i9-13900K with Ubuntu
22.10 and LinuxBoot (Linux + u-root). Also tested on MSI PRO Z790-P
with i5-13600K (UEFI Payload) usign RPL-S IoT FSP and Ubuntu 22.04.

Instead of having a magic entry in the CPU device ID table list to tell
find_cpu_driver that it has reached the end of the list, introduce and
use CPU_TABLE_END. Since the vendor entry in the CPU device ID struct is
compared against X86_VENDOR_INVALID which is 0, use X86_VENDOR_INVALID
instead of the 0 in the CPU_TABLE_END definition.
TEST=Timeless build for Mandolin results in identical image.

Instead of always doing exact matches between the CPUID read in
identify_cpu and the device entries of the CPU device ID table,
offer the possibility to use a bit mask in the CPUID matching. This
allows covering all steppings of a CPU family/model with one entry and
avoids that case of a missing new stepping causing the CPUs not being
properly initialized.
Some of the CPU device ID tables can now be deduplicated using the
CPUID_ALL_STEPPINGS_MASK define, but that's outside of the scope of this
patch.

Intel Ice Lake is unmaintained and the only user of this platform ever
was the Intel CRB (Customer Reference Board). As it looks like, it was
never ready for production as only engineering sample CPUIDs are
supported.
As announced in the 4.19 release notes, remove support for Intel
Icelake code and move any maintenance on the 4.19 branch.
This affects the following components and their related code:
* Intel Ice Lake SoC
* Intel Ice Lake CRB mainboard
* Documentation

This patch drops explicit usage of the address-of operator ('&') while
passing the function pointer (argument 0) to the
`mp_run_on_all_cpus` API.
Note: It's just cosmetic change without any real difference in the operation.
TEST=Able to build and boot Google/Kano where CPU feature programming
is successful on all logical processors.

As per Intel Processor EDS, BIOS_DONE bit needs to be set on
all CPUs via MSR.
Also, implement a function to perform any SoC recommended CPU
programming prior to post CPUs init. At present calling
`cpu_soc_bios_done()` for all CPUs from `before_post_cpus_init()`.
Note: It is expected that `before_post_cpus_init()` will be
extended with other CPU programming recommendations in follow up
patches, for example: reload microcode patch etc.

By using mp_run_on_all_cpus_synchronously to run APs MTRR init, it
gurantees the BSP will run post_cpus_add_romcache until all APs finishes
_x86_setup_mtrrs task.

Cache the BIOS region and extended BIOS region if the boot device is
memory mapped, which is mostly the case with Intel SoC platform.
Having the ROM region cached helped to improve the pre-boot time.
TEST=Able to boot redrix to Chrome OS without seeing any sluggishness.
Additionally verified on EHL board (from siemens), shows significant
savings in payload loading time as below:

Using cb_err as return type of mp_run_on_aps, mp_run_on_all_aps,
mp_run_on_all_cpus and mp_park_aps clarifies the meaning of the
different return values. This patch also adds the types.h include that
provides the definition of the cb_err enum and checks the return value
of all 4 functions listed above against the enum values instead of
either checking if it's non-zero or less than zero to handle the error
case.

coreboot always assumes that BSP APIC ID will always be 0 but as
per Intel 64 and IA-32 Architectures Software Developer’s Manual
Volume 3: 8.4.1 BSP and AP Processors, it says that BSP can
be any processor whose index/APIC ID might not be 0.
To handle this situation, init_cpu call is required to modify to
handle dynamic detection of APIC ID from BSP instead of hardcoding
always through devicetree. Function has been updated to create
a new node with actual BSP APIC ID when devicetree doesn't contain
APIC ID defined. In case APID ID is defined, function will use a
node with the APIC ID defined in devicetree.
Changes also requires to remove "lapic 0" hardcoding from devicetree
to allow code to fill BSP APIC ID dynamically. Otherwise coreboot
will create an extra node for CPU with APIC ID 0 and it'll show as a
extra node in kernel. This will cause kernel to report wrong (extra)
core count information then actually present.

Without this CL kernel core count in `lscpu` = 3
With this CL, kernel core count is corrected to 2.

Since common CPU ID between ADL-P and ADL-M CPU IDs, the patch renames all
ADL-P and ADL-M Silicon CPUID macros and defines generic name
"Alderlake Platform" as macro value. Also, this will avoid log ADL-M for
ADL-P CPU and vice-versa. Although currently name field of "cpu_table"
points to only "Alderlake Platform, but it is retained asa placeholder in
future difference platforms.
Please refer EDS doc# 619501 for more details.
The macros are renamed as below:
CPUID_ALDERLAKE_P_A0 -> CPUID_ALDERLAKE_A0
CPUID_ALDERLAKE_M_A0 -> CPUID_ALDERLAKE_A1
CPUID_ALDERLAKE_P_B0 -> CPUID_ALDERLAKE_A2
TEST=Verify boot on Brya. After change, relevent coreboot logs appear as
below:
CPU: ID 906a1, Alderlake Platform, ucode: 00000119
CPU: AES supported, TXT supported, VT supported
MCH: device id 4601 (rev 03) is Alderlake-P
PCH: device id 5181 (rev 00) is Alderlake-P SKU
IGD: device id 46b0 (rev 04) is Alderlake P GT2

This patch makes init_cpus function external so that it can be used
in below scenarios:
1. When coreboot is doing MP initialization as part of
BS_DEV_INIT_CHIPS (exclude this call if user has selected
USE_INTEL_FSP_MP_INIT)
2. coreboot would like to take APs control back after FSP-S has done
with MP initialization based on user select USE_INTEL_FSP_MP_INIT
Also make sure post_cpus_init function is getting executed
unconditionally to update MTRR snapshot on all cores.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

This patch removes duplicate CPUID entry between KBL and CFL.
CFL-D0 has KBL CPU + CNP PCH hence no need to redefine same KBL
CPUID (0x806EA) for CFL-D0.
TEST=CFL-D0 report platform serial msg shows "Cofeelake D0" with
CPUID 0x806EA.

The filename chip.h has a special purpose with the generation
of static devicetree, where the configuration structure name matches
the path to the chip.h file. For example, soc/intel/skylake/chip.h
defines struct soc_intel_skylake_config.
The renamed file did not follow this convention and the structure it
defines would conflict with one defined soc/intel/common/chip.h if such
is ever added.
