MdeModulePkg PeiCore: Not assume PpiDescriptor and Ppi in same range
Current code assumes PpiDescriptor and Ppi are in same range (heap/stack/hole). This patch removes the assumption. Descriptor needs to be converted first. It is also handled by this patch.
