ArmVirtPkg: Remove RealView Debugger lines from ArmVirtPkg.dsc.inc
Since RvdPeCoffExtraActionLib has been deleted, remove lines referencing
it and the RealView Debugger from ArmVirtPkg.dsc.inc.
