ArmVirtPkg/QemuFwCfgLib: Relocate QemuFwCfgLib to OvmfPkg
Relocate QemuFwCfgLib to OvmfPkg/Library/QemuFwCfgLib and rename it to QemuFwCfgLibMmio, this library is leverage by both ARM and RISC-V archs.
