Revert "BaseTools/FCE: Add a tool FCE"

This reverts commit 3c59d94637adbfdd497b5a2c16073c7dc62b669c.
There are the concerns on code design and code quality, and
request to rewrite FCE, BfmLib and FMMT for the review.
