OvmfPkg: Copy Legacy8259 protocol definitions from IntelFrameworkPkg

This commit copies the exact Legacy8259 protocol header file from
IntelFrameworkPkg to OvmfPkg. Also, the protocol GUID definition is
duplicated in the OvmfPkg DEC file.
