BaseTools: Check the max size for string PCD.
According to PCD_DATABASE_INIT in
edk2\MdeModulePkg\Include\Guid\PcdDataBaseSignatureGuid.h,
the max size for string PCD should not exceed USHRT_MAX 65535(0xffff).
