BaseTools: Fix wrong type of arguments to formatting functions
Fixes issues found with the cpp/wrong-type-format-argument CodeQL rule in BaseTools. Reference: https://cwe.mitre.org/data/definitions/686.html The following CodeQL errors are resolved: 1.
