MdePkg: Add SPDM1.2 support.
Update Spdm.h to support 1.2 new features, such as:
Authentication and measurement. It wil be used in DeviceSecurity.
The DeviceSecurity feature is from
TCG PC Client Platform Firmware Profile Specification 1.06.
