UefiCpuPkg: Add ASSERT to handle local APIC not config properly
When the local APIC is not configurated properly, function GetApicTimerInitCount() in LocalApicLib may return zero, which will lead to a divide by zero exception in SecPeiDxeTimerLibUefiCpu.
