UefiCpuPkg/CpuPageTableLib: Remove unneeded 'if' condition
Remove unneeded 'if' condition in CpuPageTableLib code. The deleted code is in the code branch for present non-leaf parent entry. So the 'if' check for (ParentPagingEntry->Pnle.Bits.Present == 0) is always FALSE.
