MdePkg: Move API and implementation from UefiCpuLib to CpuLib
There are two libraries: MdePkg/CpuLib and UefiCpuPkg/UefiCpuLib. This
patch merges UefiCpuPkg/UefiCpuLib to MdePkg/CpuLib.
