This patch adds a new fdf file in BaseUefDecompressLib (BaseUefiTianoCustomDecompressLib.inf) to keep the same functionality and usage model with the one in MdeModulePkg, and then update consumer to use this new one one and remove the one in MdeModulePkg finally.
