From Rob Herring: Initial irqchip init infrastructure and GIC and VIC clean-ups This creates irqchip initialization infrastructure from Thomas Petazzoni. The VIC and GIC irqchip code is moved to drivers/irqchips and adapted to use the new infrastructure.
