kill the rest of tty COMPAT_IOCTL() entries
TIOCLINUX is handled by ->compat_ioctl() in the only place that has
native ->ioctl() recognizing it, TIOC{START,STOP} are simply useless
these days - unrecognized compat ioctl won't spew into syslog
anymore.
