Section 3.2 "Device Runtime Power Management" of pci.txt has become
outdated, so update it to correctly reflect the current code flow.
Also update the comment in local_pci_probe() to document the fact
that pm_runtime_put_noidle() is not the only runtime PM helper
function that can be used to decrement the device's runtime PM
usage counter in .probe().

I power management document, Documentation/power/pci.txt, is
outdated and partially inaccurate. It also is missing some important
information about the power management of PCI device. Rewrite it to
make it more up to date and more complete.

Remove pointless and never-called enable_wake() hook from pci_driver and
from documentation. Evidently this was introduced in the 2.4.6 kernel,
but there's no evidence it was ever called; and it was rarely implemented.

This fixes u32 vs. pm_message_t confusion in documentation, and
removes references to no-longer-existing (*save_state), too. With
exception of USB (I hope David will fix/apply my patch), this should
fix last piece of this confusion... famous last words.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
