HEVC uAPI is used by 2 mainline drivers (Hantro, Cedrus)
and at least 2 out-of-tree drivers (rkvdec, RPi).
The uAPI has been reviewed so it is time to make it 'public' by
un-staging it.

Add driver for the Intersil ISL7998x Analog to MIPI CSI-2/BT656 decoder.
This chip supports 1/2/4 analog video inputs and converts them into
1/2/4 VCs in MIPI CSI2 stream.
This driver currently supports ISL79987 and both 720x480 and 720x576
resolutions, however as per specification, all inputs must use the
same resolution and standard. The only supported pixel format is now
YUYV/YUV422. The chip should support RGB565 on the CSI2 as well, but
this is currently unsupported.

Add new V4L2_H264_DECODE_PARAM_FLAG_P/BFRAME flags that are needed by
NVIDIA Tegra video decoder. Userspace will have to set these flags in
accordance to the type of a decoded frame.

The encoder buffer can have a negative impact on the quality of the
encoded video.
Add a control to allow user space to disable the encoder buffer per
channel if the VCU supports the encoder buffer but the quality is not
sufficient.

We add a new control V4L2_CID_NOTIFY_GAINS which allows the sensor to
be notified what gains will be applied to the different colour
channels by subsequent processing (such as by an ISP), even though the
sensor will not apply any of these gains itself.
For Bayer sensors this will be an array control taking 4 values which
are the 4 gains arranged in the fixed order B, Gb, Gr and R,
irrespective of the exact Bayer order of the sensor itself. The use of
an array makes it straightforward to extend this control to non-Bayer
sensors (for example, sensors with an RGBW pattern) in future.
The units are in all cases linear with the default value indicating a
gain of exactly 1.0. For example, if the default value were reported as
128 then the value 192 would represent a gain of exactly 1.5.

Until now, the MPEG-2 V4L2 API was not exported as a public API,
and only defined in a private media header (media/mpeg2-ctrls.h).
After reviewing the MPEG-2 specification in detail, and reworking
the controls so they match the MPEG-2 semantics properly,
we can consider it ready.

Long Term Reference (LTR) frames are the frames that are encoded
sometime in the past and stored in the DPB buffer list to be used
as reference to encode future frames.

Until now, the VP8 V4L2 API was not exported as a public API,
and only defined in a private media header (media/vp8-ctrls.h).
The reason for this was a concern about the API not complete
and ready to support VP8 decoding hardware accelerators.
After reviewing the VP8 specification in detail, and now
that the API is able to support Cedrus and Hantro G1,
we can consider this ready.

Make display delay and display delay enable MFC controls standard v4l
controls. This will allow reuse of the controls for other decoder
drivers. Also the new proposed controls are now codec agnostic because
they could be used for any codec.

The FWHT stateless 'uAPI' was staging and marked explicitly in the
V4L2 specification that it will change and is unstable.
Note that these control IDs were never exported as a public API,
they were only defined in kernel-local headers (fwht-ctrls.h).
Now, the FWHT stateless controls is ready to be part
of the stable uAPI.
While not too late:
- Rename V4L2_CID_MPEG_VIDEO_FWHT_PARAMS to V4L2_CID_STATELESS_FWHT_PARAMS.
- Move the contents of fwht-ctrls.h to v4l2-controls.h.
- Move the public parts of drivers/media/test-drivers/vicodec/codec-fwht.h
to v4l2-controls.h.
- Add V4L2_CTRL_TYPE_FWHT_PARAMS control initialization and validation.
- Add p_fwht_params to struct v4l2_ext_control.

Now, the H264 stateless controls is ready to be part
of the stable uAPI.
While not too late, let's rename them and re-number their
control IDs, moving them to the newly created stateless
control class, and updating all the drivers accordingly.

For historical reasons, stateful codec controls are named
as {}_MPEG_{}. While we can't at this point sanely
change all control IDs (such as V4L2_CID_MPEG_VIDEO_VP8_FRAME_HEADER),
we can least change the more meaningful macros such as classes
macros.

To avoid potentially overflowing the kernel logs in the case
of corrupted streams, this commit replaces an error message with
a per-stream counter to be read through a driver-specific
control.
Applications can read the per-stream accumulated
error macroblocks count.
The old error message is replaced by a rate-limited debug message.

Add menu control for VP9 codec levels. A total of 14 levels are
defined for Profile 0 (8bit) and Profile 2 (10bit). Each level
is a set of constrained bitstreams coded with targeted resolutions,
frame rates, and bitrates.
The definitions have been taken from webm project [1].

When V4L2_CID_MPEG_VIDEO_BITRATE_MODE value is
V4L2_MPEG_VIDEO_BITRATE_MODE_CQ, encoder will produce
constant quality output indicated by
V4L2_CID_MPEG_VIDEO_CONSTANT_QUALITY control value.
Encoder will choose appropriate quantization parameter
and bitrate to produce requested frame quality level.

This exposes the white balance configuration of the ISC as v4l2 controls
into userspace.
There are 8 controls available:
4 gain controls, sliders, for each of the BAYER components: R, B, GR, GB.
These gains are multipliers for each component, in format unsigned 0:4:9
with a default value of 512 (1.0 multiplier).
4 offset controls, sliders, for each of the BAYER components: R, B, GR, GB.
These offsets are added/substracted from each component, in format signed
1:12:0 with a default value of 0 (+/- 0)
To expose this to userspace, added 8 custom controls, in an auto cluster.
To summarize the functionality:
The auto cluster switch is the auto white balance control, and it works
like this:
AWB == 1: autowhitebalance is on, the do_white_balance button is inactive,
the gains/offsets are inactive, but volatile and readable.
Thus, the results of the whitebalance algorithm are available to userspace
to read at any time.
AWB == 0: autowhitebalance is off, cluster is in manual mode, user can
configure the gain/offsets directly. More than that, if the
do_white_balance button is pressed, the driver will perform
one-time-adjustment, (preferably with color checker card) and the userspace
can read again the new values.
With this feature, the userspace can save the coefficients and reinstall
them for example after reboot or reprobing the driver.

This control returns the unit cell size in nanometres. The struct provides
the width and the height in separated fields to take into consideration
asymmetric pixels and/or hardware binning.
This control is required for automatic calibration of sensors/cameras.

These two slice modes used by the V4L2_CID_MPEG_VIDEO_MULTI_SLICE_MODE
control had a silly typo:
V4L2_MPEG_VIDEO_MULTI_SICE_MODE_MAX_MB
V4L2_MPEG_VIDEO_MULTI_SICE_MODE_MAX_BYTES
SICE should be SLICE.
Rename these enum values, keeping the old ones (under #ifndef __KERNEL__)
for backwards compatibility reasons.

Add following V4L2 QP parameters for H.264:
* V4L2_CID_MPEG_VIDEO_H264_I_FRAME_MIN_QP
* V4L2_CID_MPEG_VIDEO_H264_I_FRAME_MAX_QP
* V4L2_CID_MPEG_VIDEO_H264_P_FRAME_MIN_QP
* V4L2_CID_MPEG_VIDEO_H264_P_FRAME_MAX_QP
These controls will limit QP range for intra and inter frame,
provide more manual control to improve video encode quality.

Allow to enable h.264 constrained intra prediction (macroblocks using
intra prediction modes are not allowed to use residual data and decoded
samples of neighboring macroblocks coded using inter prediction modes).
This control directly corresponds to the constrained_intra_pred_flag
field in the h.264 picture parameter set.

The MPEG2 state controls for the cedrus stateless MPEG2 driver are
not yet stable. Move them out of the public headers into media/mpeg2-ctrls.h.
Eventually, once this has stabilized, they will be moved back to the
public headers.
Unfortunately I had to cast the control type to a u32 in two switch
statements to prevent a compiler warning about a control type define
not being part of the enum.

We get a headers_check warning about the newly defined ioctl command
structures:
./usr/include/linux/v4l2-controls.h:1105: found __[us]{8,16,32,64} type without #include <linux/types.h>
This is resolved by including linux/types.h, as suggested by the
warning, but there is another problem: Three of the four structures
have an odd number of __u8 headers, but are aligned to 32 bit in the
v4l2_ctrl_mpeg2_slice_params, so we get an implicit padding byte
for each one. To solve that, let's add explicit padding that can
be set to zero and verified in the kernel.

Stateless video decoding engines require both the MPEG-2 slices and
associated metadata from the video stream in order to decode frames.
This introduces definitions for a new pixel format, describing buffers
with MPEG-2 slice data, as well as control structure sfor passing the
frame metadata to drivers.
This is based on work from both Florent Revest and Hugues Fruchet.

Add a new control V4L2_CID_MPEG_VIDEO_VP9_PROFILE for VP9 profiles. This control
allows selecting the desired profile for VP9 encoder and querying for supported
profiles by VP9 encoder/decoder.
Though this control is similar to V4L2_CID_MPEG_VIDEO_VP8_PROFILE, we need to
separate this control from it because supported profiles usually differ between
VP8 and VP9.

Add a menu control V4L2_CID_MPEG_VIDEO_VP8_PROFILE for VP8 profile and make
V4L2_CID_MPEG_VIDEO_VPX_PROFILE an alias of it. This new control is used to
select the desired profile for VP8 encoder and query for supported profiles by
VP8 encoder/decoder.
Though we have originally a control V4L2_CID_MPEG_VIDEO_VPX_PROFILE and its name
contains 'VPX', it works only for VP8 because supported profiles usually differ
between VP8 and VP9. In addition, this control cannot be used for querying since
it is not a menu control but an integer control, which cannot return an
arbitrary set of supported profiles.
The new control V4L2_CID_MPEG_VIDEO_VP8_PROFILE is a menu control as with
controls for other codec profiles. (e.g. H264)
In addition, this patch also fixes the use of V4L2_CID_MPEG_VIDEO_VPX_PROFILE in
drivers of Qualcomm's venus and Samsung's s5p-mfc.

When the imx-media driver was initially merged, there was a conflict
with 8d67ae25 ("media: v4l2-ctrls: Reserve controls for MAX217X") which
was not fixed up correctly, resulting in V4L2_CID_USER_MAX217X_BASE and
V4L2_CID_USER_IMX_BASE taking on the same value. Fix by assigning imx
CID base the next available range at 0x10b0.
