counter: Add support for Intel Quadrature Encoder Peripheral
Add support for Intel Quadrature Encoder Peripheral found on Intel
Elkhart Lake platform.
Initial implementation was done by Felipe Balbi while he was working at
Intel with later changes from Raymond Tan and me.
