ARC: enable HAVE_REGS_AND_STACK_ACCESS_API feature
Enable HAVE_REGS_AND_STACK_ACCESS_API feature for ARC architecture,
including ARCcompact and ARCv2 flavors. Add supporting functions
and defines.
