xfs: remove support for disabling quota accounting on a mounted file system

There is no good use case for supporting this. Signed-off-by: Christoph Hellwig <hch@lst.de> Reviewed-by: Carlos Maiolino <cmaiolino@redhat.com> Reviewed-by: Darrick J.
