vc/intel/fsp/mtl: Add PsysPmax FspmUpd
This patch adds the PsysPmax Upd to FSPM header file. FSPM: 1. Add 'PsysPmax' UPD 2. Address offset changes BUG=b:295126631 TEST=Able to build and boot google/rex to ChromeOS.
