ArmPkg/PlatformBootManagerLib: move to BootLogoLib for boot splash support
Replace the duplicated and outdated code in QuietBoot.c with a reference to BootLogoLib, which provides the same functionality. This also allows us to drop all references to IntelFrameworkModulePkg in this module.
