EmulatorPkg: Temp remove IA32 GCC CI builds
EmulatorPkg IA32 GCC builds are not working due to a failure
to install the i386 library dependencies in Ubuntu 18.04.
Temporarily disable these specific CI tests until the issue
can be resolved.
