MdeModulePkg/MdeModulePkg.dec: Fix EBC build failure of PciBus driver
When PciBus is built as EBC, PcdPciDegradeResourceForOptionRom does
not have associated value resulting build failure.
The patch sets the default value to TRUE, covering the EBC ARCH.
