EmbeddedPkg/NonCoherentDmaLib: implement support for DMA range limits
Implement support for driving peripherals with limited DMA ranges to NonCoherentDmaLib, by adding a device address limit, and taking it, along with the device offset, into account when allocating or mapping DMA buffers.
