IntelFspPkg&IntelFspWrapperPkg: Remove them
REF: https://bugzilla.tianocore.org/show_bug.cgi?id=1819 Since there are V2 FSP packages (IntelFsp2Pkg, IntelFsp2WrapperPkg), this patch removes IntelFspPkg, IntelFspWrapperPkg to remove obsolete code in edk2 repo.
