OvmfPkg: generate full MADT dynamically, synchronize contents with qemu
Represent the set of possible PCI link target IRQs with Pcd8259LegacyModeEdgeLevel. This ensures that the 8259 Interrupt Controller code in PcAtChipsetPkg will treat them as level-triggered too.
