OvmfPkg/PciHostBridgeLib: Extract GetRootBridges() / FreeRootBridges()
Extract PciHostBridgeGetRootBridges() / PciHostBridgeFreeRootBridges() to PciHostBridgeUtilityLib as common utility functions to share support for scanning extra root bridges. No change of functionality.
