PrmPkg: Use UnitTestFrameworkPkg UEFI BS library
Updates PrmPkg to use UnitTestUefiBootServicesTableLib from UnitTestFrameworkPkg instead of UefiBootServicesTableLibUnitTest in PrmPkg.
