BaseTools: Add build option for dependency file generation
BZ: https://bugzilla.tianocore.org/show_bug.cgi?id=2311
Add /showIncludes for msvc and -MMD -MF $@.deps
for GCC and CLANG
Remove /MP for msvc since /MP does not work with
/showIncludes
