RISC-V: KVM: Add common kvm_riscv_vcpu_wfi() function
The wait for interrupt (WFI) instruction emulation can share the VCPU
halt logic with SBI HSM suspend emulation so this patch adds a common
kvm_riscv_vcpu_wfi() function for this purpose.
