Command used:

The exceptions are for:

- nvramtool (more complicated header)

As discussed on the mailing list and voted upon, the coreboot project
is going to move the majority of copyrights out of the headers and into
an AUTHORS file. This will happen a bit at a time, as we'll be unifying
license headers at the same time.

As we suppress output now before console_init() is done, the log level
read at start of ramstage is always -1.

It's hidden behind a configuration option `CONFIG_RAMSTAGE_LIBHWBASE`.
This also adds some glue code to use the coreboot console for debug
output and our monotonic timer framework as timer backend.
v2: Also update 3rdparty/libhwbase to the latest master commit.
