CorebootModulePkg/PciSioSerialDxe: Use PlatformHookLib
Copy the driver from MdeModulePkg/Bus/Pci/PciSioSerialDxe. Add PlatformHookLib to the Library section of the .inf file to adjust the PCDs for the UART.
